The Ordinance was based mainly on His Majesty's Order in

Council of the 26th October, 1896, and upon the amending Order

in Council of the 21st March, 1916. Paragraphs (a) to (f)

of section 2() were taken word for word from the latter order,

and paragraph (h) of the same sub-section was based on clause

III, 5, of the earlier Order.

Copies of the two sete of regulations which were made

under the Ordinance are attached.

6. The requirements of Rule No. 48 of the Standing Rules and

Orders of the Legislative Council were complied with and the

bill was passed through all its stages at one meeting of the

Council.

In my opinion this is an Ordinance to which His Excellency

the Governor may properly assent in the name of His Majesty

and on His behalf.
